The IPA
The International Police Association is an independent body made up of members of the police service, whether on active duty or retired, and without distinction as to rank, sex, race, colour, language or religion. Its purpose is to create bonds of friendship and to promote international co-operation.
The Association was formed by a police sergeant, Arthur Troop, on 1 January 1950 under the main thought in Esperanto

In the year 1953 the idea was picked up in the Netherlands, Belgium and in France. The Sections of Germany and Switzerland were founded in 1955.
Nowadays members in all over the world are more then 320'000.
What is, what does IPA want, what offers the International Police Association (IPA)
The IPA is...a Non Governmental Organization (NGO) in Consultative Status (Roster) with the Economic and Social Council of the United Nations and enjoys Consultative Status with the Council of Europe. It is the independent federation of police officers free from discrimination of rank, sex, race, colour, language or religion. Active or retired police officers can be members to the Association.
The Association is politically, unionally and religiously neutral.
The members of IPA undertake the observance of principles set out in the Universal Declaration of Human Rights, as they were announced by the United Nations in the year 1948.
IPA is the worldwide largest Association of police officers.
The IPA wants... to encourage the members’ friendly and cultural relationships, the common knowledge, the exchange of professional experience and the mutual assistance in the social sphere. The IPA wants to contribute to a peaceful togetherness of people and therefore contribute to the world peace.
This means:
- The execution of national and international professional and cultural events;
- The organisation and execution of voyages and study stays;
- youth exchange program and supply of seminary of young people;
- support of cultural and social engagements;
- promotion of interstate connections between IPA members.
L’IPA offers... in their own international information and formation centre (IBZ) castle Gimborn in Germany’s Nordrhein-Westfalen a wide supply of formation with a financial contribution for IPA members.
Promotion of professional study stays as well as voyages and holidays abroad. Several sections are offering reasonably priced IPA houses or apartments.
Children of IPA members have the possibility to participate on the yearly international youth gathering.
IPA members have the possibility to see the sights of police equipment inside Switzerland or abroad as well as exchange of experience of professional colleagues.
The Association helps police officers and their families if they are felt into an unencumbered distress.
The aims of the IPA
It is committed to the principles set out in the Universal Declaration of Human Rights as adopted by the United Nations in 1948. Its aims include the development of cultural relations amongst its members, a broadening of their general knowledge and an exchange of professional experience. In addition, it seeks to foster mutual help in the social sphere and to contribute, within the limits of its possibilities, to the peaceful co-existence of different peoples and to the preservation of world peace.
The Association undertakes:
* to encourage personal contacts by organizing exchange visits of individuals and groups, arranging group holidays and initiating pen-friendships.
* to promote among the police services of all the member Sections respect for law and order.
* to develop social and cultural activities and to encourage the exchange of professional experiences.
* to enhance the image of the police in the countries of its member Sections and to help improve relations between the police and the general public.
* to foster youth exchanges and international youth meetings with a view to promoting greater tolerance and understanding between people, and understanding for the work of the police.
* to facilitate a regular exchange of publications between the National Sections and to provide an... informer les membres de toutes les questions intéressant I'association grâce à un service fournissant des informations destinées aux publications nationales de l’IPA;
* to facilitate international co-operation through friendly contacts between police officers of all continents and to contribute to a mutual understanding of professional problems.
